Chancellor's 'backhander'

IT now seems to be common knowledge that the Chancellor will be giving a one-off payment to families on benefits to help with the rising cost of domestic fuels.
This would, on the surface, seem to be a welcome adjunct to their limited finances. However, this payment is for one year only, so as fuel costs are unlikely to reduce to the point where such an addition to the finances is not needed, it is not in any way solving the problem.
So why are they doing it? It would seem to me that it is a 'backhander' to buy votes, so look out for more of these ineffectual hand-outs.
